Job Description


Norfolk State University (NSU) seeks applications for a Senior Contracts Officer to effect procurement of goods and services aligned with the department’s mission and in compliance with University policies, procedures, state laws and regulations.

The Senior Contracts Officer reports to the Associate Director of Procurement Services.

The successful candidate will:

  1. Procure commodities assigned in response to the requirements and in accordance with the state and University SWAM policies and procedures.

  2. Administer contract compliance and ensure quality of goods and services are procured in a timely manner, at a reasonable cost, and in accordance with the University and Commonwealth of Virginia procurement regulations.

  3. Review,analyze, and coordinate requisitions for the acquisition of a variety of equipment, commodities and services.

  4. Establish, manage and monitor term contracts.

  5. Determine appropriate method of procurement and processes within established time frames.

  6. Prepare solicitation drafts for supervisor’s review and approval.

  7. Analyze needs, provide assistance, and solicit advice and guidance from vendors, contractors and manufacturers regarding new products, alternative methods, market trends, etc.

  8. Work with the appropriate staff to resolve non-compliance issues, and assist with resolution of departmental inquiries/problems.

  9. Provide timely assistance to University personnel and end users in evaluating and competitively procuring all consumable supplies, equipment and services.

  10. Conduct negotiations and pre-bid/pre-proposal conferences.

  11. Conduct training for University staff involving procurement rules, regulations and procedures.

  12. Maintain a high level of professionalism and ethical conduct.

**This position is opened until filled beginning, March 12, 2018, with a five-day minimum posting requirement.

Minimum Qualifications

Considerable knowledge and experience with public and State procurement laws, policies and procedures,contract negotiation and administration.

  1. Working knowledge of contract law principles.

  2. Demonstrated ability to communicate to a diverse audience, both verbally and in writing, with emphasis applied to a commitment to diversity.

  3. Skilled in the use of Microsoft Office Suite to perform various tasks including creation of documents, spreadsheets, and reports.

  4. Working knowledge leading management teams and improving business processes.

  5. Demonstrated ability to conduct research and analysis using quantitative methods.

  6. Experience with e-procurement and automated procurement systems.

  7. Considerable experience with developing and conducting training.

  8. Bachelor degree in business, information sciences, engineering or a related field or an equivalent combination of education, training and experience.

Preferred Qualifications
  1. CPPO, CPPB, C.P.M., CPCM, and/or VCO certifications.
